LWF), firmelor General Dinamics \u0219i Northrop, prototipurile urm\u00e2nd a purta denumirea de YF-16 \u0219i respectiv YP-17. \u00cen anul 1975, modelul proiectat de General Dynamics a fost selec\u021bionat pentru a fi produs \u00een serie, astfel, primul avion F-16 A Block 1 a efectuat primul zbor la data de 07.08.1978.\r\n\u00cen anul 1980, \u00een cadrul unei ceremonii la Baza Aerian\u0103 Hill din Utah, For\u021bele Aeriene Americane au botezat oficial avionul cu denumirea de F-16 Fighting Falcon.\r\n<\/span>\r\n\r\n<span style=\"color: black;\">Aeronava a fost ini\u021bial destinat\u0103 superiorit\u0103\u021bii aeriene datorit\u0103 excelentelor capabilit\u0103\u021bi aer-aer. O aeronav\u0103 multirol este un sistem de arme care acoper\u0103 \u00eentregul spectru de misiuni, at\u00e2t aer-aer, aer-sol, aer-mare \u0219i r\u0103zboi electronic. Capabilit\u0103\u021bile aeronavei completate cu tacticile dezvoltate de-a lungul timpului \u00een concordan\u021b\u0103 cu moderniz\u0103rile continue aduse proiectului ini\u021bial, au transformat Viperul dintr-o aeronav\u0103 extrem de capabil\u0103 \u00eentr-un sistem de lupt\u0103 complet. <\/span>\r\n\r\n<span style=\"color: black;\">Aeronava poate fi configurata in varianta A\/A cu pana la 6 rachete radar active sau IR, sau in varianta A\/G cu pana la 6 bombe neghidate, 2-4 bombe ghidate laser sau GPS, TGP, container de bruiaj si 2 rachete A\/A. In toate variantele aeronava poate avea acrosate 1-3 rezervoare suplimentare. Ceea ce \u00eenseamn\u0103 c\u0103 pe timpul opera\u021biunilor de atac ofensive, F-16 dispune de capacit\u0103\u021bi de lovire deosebite c\u00e2t \u0219i de capacit\u0103\u021bi defensive excelente, iar dup\u0103 \u00eendeplinirea misiunii aer-sol se transform\u0103 \u00eentr-o arm\u0103 aer-aer redutabil\u0103. Toate acestea combinate cu capacitatea de alimentare \u00een aer dau imaginea unei platforme de lupt\u0103 complete.<\/span>\r\n\r\n<span style=\"color: black;\">Avionul F-16 Fighting Falcon este o aeronav\u0103 cu performan\u021be tehnico-tactice testate \u00een lupt\u0103. Printre campaniile la care a participat se num\u0103r\u0103 r\u0103zboaiele din Irak, opera\u021biunile din Balcani sau r\u0103zboiul din Afganistan. <\/span><\/li><li class=\"tab-pane \" id=\"ert_pane1-2\"><strong><span style=\"color: black;\">PROGRAMUL MULTINA\u021aIONAL PENTRU AVIOANE DE V\u00c2N\u0102TOARE (MULTINATIONAL FIGHTER PROGRAM-MNFP) \/ FOR\u021aELE AERIENE EUROPENE PARTICIPANTE LA PROGRAM (EUROPEAN PARTICIPATING AIR FORCES -EPAF)<\/span><\/strong>\r\n\r\n<b><span style=\"color: black;\">MNFP este un organism multina\u021bional ce a fost format \u00een anul 1975 ca parteneriat \u00eentre SUA \u0219i patru \u021b\u0103ri europene ce au fost grupate sub denumirea de EPAF (European Participating Air Forces &#8211; Belgia, Danemarca, Norvegia, Olanda )\r\nAcesta este practic prima cooperare \u00eentre SUA \u0219i statele aliate din Europa pentru dezvoltarea, produc\u021bia \u0219i modernizarea avioanelor \u00een vederea asigur\u0103rii eficien\u021bei opera\u021bionale \u00eentr-o configura\u021bie comun\u0103.\r\nMNFP este un parteneriat \u0219i nu un program tipic FMS (Foreign Military Sale), unde membrii EPAF au statut de parteneri \u0219i nu de cump\u0103r\u0103tori. MNFP se circumscrie practic politicilor NATO \u2013 Smart Defense \u0219i UE \u2013 Pooling &amp; Sharing de colaborare pentru dezvoltarea capabilit\u0103\u021bilor militare.\r\nDocumentul de baz\u0103 pentru crearea MNFP \u00eel reprezint\u0103 MOU (Memorandum of Understanding) semnat \u00een 1975 de c\u0103tre reprezentan\u021bii Ministerelor Ap\u0103r\u0103rii din statele semnatare.\r\nAspecte importante reglementate \u00een cadrul MNFP, care , \u00een acela\u0219i timp se constitue \u0219i \u00een principalele avantaje ale ader\u0103rii Rom\u00e2niei la MNFP sunt:\r\n&#8211; utilizarea unui set unic de Documenta\u021bie Tehnic\u0103 \u2013 aceea\u0219i documenta\u021bie este folosit\u0103 at\u00e2t de USAF c\u00e2t \u0219i de \u021b\u0103rile membre EPAF;\r\n&#8211; men\u021binerea pe c\u00e2t posibil a unei configura\u021bii unice a avioanelor, sistemelor \u0219i subsistemelor;\r\n&#8211; ob\u021binerea de performan\u021be la un cost minim pe ciclu de via\u021b\u0103;\r\n&#8211; \u00eemp\u0103r\u021birea costurilor aferente programelor de modernizare\/upgrade \u00een func\u021bie de num\u0103rul de avioane\/motoare\/sisteme de\u021binute de fiecare \u021bar\u0103;\r\n&#8211; \u021b\u0103rile care ader\u0103 ulterior la MNFP vor suporta o cot\u0103 parte din NRC aferent cercet\u0103rii\/dezvolt\u0103rii pentru moderniz\u0103rile anterioare (parte ce va fi rambursat\u0103 statelor deja membre), la care se adaug\u0103 costul echipamentelor.<\/span><\/b>\r\n\r\n<span style=\"color: black;\">Managementul comun presupune stabilirea de c\u0103tre \u021b\u0103rile membre EPAF \u0219i SUA a nevoilor de dezvoltare a configura\u021biei avioanelor pe baza experien\u021bei acumulate \u00een opera\u021bii. Odat\u0103 agreat\u0103, noua configura\u021bie va fi implementat\u0103 pe toate avioanele statelor membre MNFP, costul acestei dezvolt\u0103ri fiind \u00eemp\u0103r\u021bit \u00eentre state, \u00een func\u021bie de num\u0103rul avioanelor din dotare.\r\n\u00cencerc\u0103rile de men\u021binere \u00een stare opera\u021bional\u0103 a avioanelor prin upgradarea softului \u0219i configura\u021biei acestora, pe cont propriu (la nivel de \u021bar\u0103, \u00een afara MNFP) sunt ineficiente fiind mari consumatoare de timp \u0219i resurse financiare, precum \u0219i generarea de riscuri privind interoperabilitatea \u00een opera\u021bii comune la nivel NATO.\r\nPentru men\u021binerea unui nivel de capabilitate semnificativ al avioanelor aflate deja \u00een serviciu, Statele Unite ale Americii \u00eempreun\u0103 cu \u021b\u0103rile membre EPAF (European Participating Air Forces &#8211; Belgia, Danemarca, Norvegia, Portugalia \u0219i Olanda) au dezvoltat, la \u00eenceputul anilor \u201990, programul Mid-Life Update (MLU).\r\n<\/span>\r\n\r\n<span style=\"color: black;\">Programul Mid-Life Update a inclus urm\u0103toarele modific\u0103ri:\r\n&#8211; cabin\u0103 standar F-16 C\/D Block 50\/52, compatibil\u0103 cu sistemele de vedere pe timp de noapte;\r\n&#8211; dou\u0103 display-uri multifunc\u021bionale color;\r\n&#8211; computer modular de misiune;\r\n&#8211; radar de control al focului modernizat;\r\n&#8211; sistem de naviga\u021bie hibrid;\r\n&#8211; sistem avansat de identificare amic-inamic;\r\n&#8211; sistem de management pentru r\u0103zboi electronic;\r\n&#8211; capabilitate de acro\u0219are a containerelor de cercetare;\r\n&#8211; capabilitate de folosire a c\u0103\u0219tii cu afi\u0219aj electronic. <\/span><\/li><li class=\"tab-pane \" id=\"ert_pane1-3\">&nbsp;\r\n\r\n<span style=\"color: black;\">F-16 a executat peste 400.000 de misiuni de lupt\u0103 \u00een diferite teatre de opera\u021bii. \u201cLec\u021biile \u00eenv\u0103\u021bate\u201d pe parcursul acestor misiuni au reprezentat baza de plecare pentru ajustarea continu\u0103 a procedurilor \u0219i tacticilor F-16. For\u021bele Aeriene Rom\u00e2ne urmeaz\u0103 s\u0103 implementeaze aceste tehnici, tactici \u0219i proceduri pentru utilizarea optim\u0103 a avionului \u00een mediu tactic.\r\nEste evident c\u0103 aceast\u0103 infuzie de tehnologie \u0219i \u201cknow how\u201d va avea efecte benefice at\u00e2t asupra misiunii de ap\u0103rare a spa\u021biului aerian c\u00e2t \u0219i asupra misiunilor de sprijin a altor categorii de for\u021be, F-16 pun\u00e2nd la dispozi\u021bia comandan\u021bilor capabilit\u0103\u021bi variate pentru executarea unui spectru mult mai larg de misiuni.\r\n<\/span>\r\n\r\n<span style=\"color: black;\">\u00cen septembrie 2014, primii militari apar\u021bin\u00e2nd For\u021belor Aeriene au \u00eenceput, la Baza 5 Aerian\u0103 de la Monte Real, Portugalia, cursul de trecere pe aeronava multirol. La finalul acestei perioade de preg\u0103tire, 88 de militari (pilo\u0163i, personal tehnico-ingineresc \u015fi speciali\u015fti \u00een planificare), au fost instrui\u021bi pentru a fi \u00een m\u0103sur\u0103 s\u0103 execute \u00eentreaga gam\u0103 de misiuni specifice aeronavelor F-16.\r\nPreg\u0103tirea personalului militar se efectueaz\u0103 \u00een dou\u0103 etape-prima \u00een Portugalia \u015fi a doua \u00een Rom\u00e2nia. Primele \u015fase aeronave (cinci \u00een simpl\u0103 comand\u0103 \u015fi una \u00een dubl\u0103) modernizate la standardul F-16 MLU 5.2R, au intrat \u00een dotarea For\u0163elor Aeriene Rom\u00e2ne pe data de 29 septembrie 2016,  urm\u0103toarea serie de trei aeronave F-16 Fighting Falcon (dou\u0103 \u00een simpl\u0103 comand\u0103 \u0219i una \u00een dubl\u0103) a ajuns \u00een \u021bar\u0103 pe 15 decembrie 2016, iar ultima serie de trei aeronave de acest tip a sosit \u00een \u021bar\u0103 \u00een data de 28.09.2017.\r\nAeronavele au resurse de zbor, \u00een medie de 4500 ore de zbor fiecare, ceea ce \u00eenseamn\u0103 c\u0103 perioada de exploatare va fi de minimum 20 de ani, \u00een condi\u0163iile asigur\u0103rii unui nivel minim 200 de ore de zbor anual pe avion.<\/span><\/li><li class=\"tab-pane \" id=\"ert_pane1-4\"><strong><span style=\"color: black;\">F-16 MLU 5.2R <\/span><\/strong>\r\n<span style=\"color: black;\">\u00cen cadrul programului Mid-Life Update au fost modernizate peste 380 de avioane, iar dezvoltarea acestuia continu\u0103. Rom\u00e2nia este cea de a 27-a \u021bar\u0103 care introduce \u00een serviciu aeronavele F-16 Fighting Falcon, \u00een cadrul programului Peace Carpathian urm\u00e2nd a fi livrate 12 aeronave F-16 MLU \u00een varianta de modernizare M5.2R.\r\nAceast\u0103 versiune include numeroase elemente caracteristice care ofer\u0103 capabilit\u0103\u021bi similare variantelor Block 50\/52 aflate \u00een produc\u021bie.
