As part of National Defense Strategy, the Air Forces will improve national airspace defense and surveillance infrastructure. That is why, since 2002 the Air Forces have developed a two-stage acquisition program of medium and low surveillance radars GAP FILLER in cooperation with Lockheed Martin Company and direct participation of UTI Systems, as project local integrator. There are also other Romanian companies participating in the project.

The first stage of this program was completed in December 2004 and referred to developing and delivering two prototype radar systems, as well as transfering necessary technology for the second stage. This second stage includes 21 radars made in Romania. The first radar are already in service with radar units in Hocesti and Ianca. The second stage of the program will start in the second term of 2005 and completed in 2008.
