Lieutenant General CÂRNU Fănică, PhD
Chief of the Romanian Air Force Staff

Lieutenant General CÂRNU Fănică is Chief of the Romanian Air Force. As Chief, he serves as senior uniformed Air Force officer responsible for the organization, training and equipping of 12.000 personnel serving in the Romanian Air Force.
Lieutenant General CÂRNU Fănică was born on 5th of November, 1955, in Popesti, Vrancea County. He graduated from the Air Force Academy in 1977 as a pilot. He is an alumnus of National Defense College and holds a Bachelors of Arts degree and a PhD degree in military science, from the National Defense University, in 2010.
During his career Lieutenant General CÂRNU served in major positions within Romanian Air Force and Ministry of National Defense.
Between 1977 and 1985, he was appointed as Pilot and Chief-Pilot in a fighter-bomber unit. After the graduation of the Command and Staff College in 1987, he was assigned as a Fighter-Bomber Squadron Leader and Fighter-Bomber Group Commander. During 1998 and 1999 he served as the Commander of the 70th Air Flotilla.
From 1999 until 2001 Lieutenant General CÂRNU held positions as head of section, counselor expert and chief of office in the Training and Doctrine Directorate of the General Staff.
After finishing his tour of duty in the General Staff he was appointed successively as Commander of the Air Force Combat Training School and Commander of the 2nd Air Division.
From 2003 to 2004 he was chief of staff and then Deputy Commander of the Main Air Operational Command.
In 2004, he was promoted to Chief of Training and Doctrine within the Air Force Staff.
From 2006 to 2009 he was appointed Commander of the Air Operational Forces and Commander of the Main Air Operational Command.
From 2009 to 2011 he served as the General Staff Representative at the Supreme Headquarters Allied Powers in Europe – SHAPE.
Starting with January 2011 he is the Chief of the Romanian Air Force.

Lieutenant General CÂRNU Fănică is married and has three children.

- 2006 – Doctoral studies in Military Science and Intelligence, National Defence University, Bucharest.

- 1998-1999 – Commander, 70th Air Flotilla;
- 1999-2001 – Chief of Air Defence Section and Adviser Expert,
Training and Doctrine Directorate of the General Staff;
- 2001-2002 – Commander, Air Force Combat Training School “Aurel Vlaicu”, Boboc;
- 2002-2003 – Commander of the 2nd Air Division, Timisoara;
- 2003-2004 – Chief of Staff and Deputy Commander, Main Air Operational Command;
- 2004-2005 – Chief of Training and Doctrine, Air Force Staff;
- 2005-2008 – Commander, Main Air Operational Command and
Commander, Air Operational Forces;
- 2008-2009 – Commander, Air Component Command;
- 2009-2011 – National Military Representative at the Allied Command Operations (Supreme Headquarters Allied Powers in Europe – SHAPE);

- Star of Romania National Order, in Knight rank;
- Aeronautical Virtue Order in Officer and Knight ranks;
- For Merit National Order, 2nd and 3rd class;
- For Merit National Medal, 1st and 2nd class;
- In Homeland’s Service Honorary Sign for 25 years of service;
- Emblem of Merit ‘In Service of the Army’, 1st class;
- Romanian General Staff Emblem of Honor;
- Romanian Navy Emblem of Honor.
